Slave owners, rightly so, said "no" and you can't take what is legally ours to begin with. Two, Lincoln offered to pay for the slaves in BORDER states in order to win the loyalty of those within said states, ie Kentucky, Tennessee, etc. Thirdly, gradual emancipation and emancipation with compensation had worked for other countries, namely England and France in their respective colonies.
